Is HRD required for UAE, Qatar, Oman Certificate attestation ?

Yes … unfortunately due to some changes in rules by MEA (Ministry of External Affairs) its not possible now to attest educational certificates from UAE Consulate without getting attested from HRD of respective states. Earlier it was possible to bypass the HRD attestation by attesting the certificates through MEA and then onward submission to UAE / Qatar / Oman consulates as required.

What is the solution?

The certificates now have to be attested by the HRD of respective states i.e. if the educational certificates are from University in Orissa, then it requires attestation from Orissa HRD and so on. Thereafter the certificates can be submitted to UAE / Qatar / Oman consulates by assigned agencies for onward attestation by consulate.
