What is an Apostille?

An Apostille is a certificate issued by a designated authority in a country where the Hague Convention Abolishing the Requirement for Legalization of Foreign Public Documents, Apostille Convention, is in force. Apostilles authenticate the seals and signatures of officials on public documents such as birth certificates, notarials, court orders, or any other document issued by a public authority, so that they can be recognized in foreign countries that are parties to the Convention. Is HRD required for UAE, Qatar, Oman Certificate attestation ?

Yes … unfortunately due to some changes in rules by MEA (Ministry of External Affairs) its not possible now to attest educational certificates from UAE Consulate without getting attested from HRD of respective states. Earlier it was possible to bypass the HRD attestation by attesting the certificates through MEA and then onward submission to UAE / Qatar / Oman consulates as required.

What is the solution?

The certificates now have to be attested by the HRD of respective states i.e. if the educational certificates are from University in Orissa, then it requires attestation from Orissa HRD and so on.
